The game may not reflect laws on a country by country basis, so what the law is IRL doesn't much matter. Bottom line, keep headlights high or low beam (not parking lights) on 24/7 and just don't worry about it. The "Headlight Usage Offense" is only for not having lights on when required. Any other state is irrelevant.
Headlight Colours. I noticed every truck and car in game has white LED headlights. Not a big issue at all. But it would be cool for immersion if different vehicles had different colours. 5 days ago · The fog lights activate when using low beams; to turn them on, simply start the truck and press the “L” key or the corresponding shortcut for Low Beam. The illuminated distance provided by the fog lights remains the same as the truck’s headlights. I plan to change this in the future.

I haven't played in about a year, and now when I drive in the middle of the day in perfect weather with the running lights on I get fined for Headlight Usage.
I'm playing the 1.41.1 version of the game (I think that's the latest) and whenever I encounter police I get a fine with the message "headlight offence" and I'm charged about €200 every time. I've tried turning on my lights to the medium/normal brightness and it doesn't work.

I have never ever had a fine for using normal headlights at night. One press brings on the running lights and the second press brings on the Normal Headlights which is what your supposed to have on. If you don't press "L" the second time you won't have your normal Low Beam headlights on !
